The potential for states and communities to pursue decentralized renewable energy inspired the highly acclaimed report Energy Self-Reliant States, published in late 2009.  This website expands on this foundation and is written by report co-author John Farrell, a senior researcher on the New Rules Project at the Institute for Local Self-Reliance.  It also served as the re-launching of ILSR's energy work as the Energy Self-Reliant States and Communities program.
